Big difference between Market 28 and Plaza 21. Market 28 is a safe, tourist friendly place in downtown Cancun. Plaza 21 is a shady area, full of shady activities, and meant to be that way. It's also NOT in downtown Cancun, but on the highway out of town. Two very different animals. No direct bus will take you from Cancun Airport to Cancun Hotel Zone. However, you can find a public bus which is ADO, at the airport. This bus will take you to the center or downtown Cancun. From there, you can ride either the R-1 or R-2 public bus to reach the hotel zone. The fare costs around 86 MXN or around 4-5 USD..
